1751200: Date and time handling

The time and date handling from FOST.3™ needs to be ported across.

Currently the COM/MFC libraries are used for date calculations, but the port should almost certainly use the Boost libraries, although the IBM ICU libraries are also a possibility.

This would go into a new library called fost-datetime.
